ANZ Royal bank charges USD9 per transaction. Union Commercial Bank plc charges USD7 per transaction (Feb 7566). Inside Capitol Guesthouse there is an ATM for Canadia bank where you can make a safe withdrawal. FTB is also fee-free - there is one opposite the main terminal on Sisowath Quay.
